Turn the handle until you can feel the hook attach itself to the clog. Fish out the clog in this manner. This also works with bathroom shower drains.
Prevention is the best method of keeping your drain clean. Avoid excessive amounts of non biodegradable detergent, never flush diapers and paper towels down your toilet and use strainers on all shower and bathtub drains, and you can keep clogged drains at bay.
